Removing remnants of mcrypt support

mcrypt is long dead (as of php 7.1) and as far as i’m concerned people had multiple years to migrate off it.

FEED_CRYPT_KEY and everything related to is being removed from trunk. people who still actually have encrypted feed passwords will have to first use an older changeset to decrypt (if needed) and then continue on to latest master code.

You deleted one paragraph in the config.php but there was another one under it that you should delete as well. Now it’s under the SELF_URL_PATH option.
